ArrdelBee - Territorial Digital
Presentation
ARRDEL has developed “ArrdelBee: Territorial Digital” is a platform of digital solutions for managing data for decentralized local authorities in all its components for sustainable development of territories.
Concept
The project originated from a series of observations made by the General Management of the engineering firm CGV Engineering and the ARRDEL Association regarding the difficulties faced by local government authorities in the new ecosystem, which were the first to be identified (2008-2016).
The numerous projects conducted on behalf of the National Participatory Development Program (PNDP), the Inter-ministerial Fund for Economic and Commercial Development (FEICOM), the Ministry of Water and Energy (MINEE), the Ministry of Public Health (MINSANTE), the Ministry of Housing and Urban Development (MINHDU), the United Nations Development Programme (UNDP), the Ministry of Economy, Planning and Regional Development (MINEPAT), and the Ministry of Secondary Education (MINESEC) in over 150 municipalities across the ten regions of Cameroon reinforced our vision.
Several studies, projects in the form of internship reports, final-year engineering theses from the National Advanced School of Engineering (ENSPY) of Yaoundé, and Master’s theses from the Faculty of Arts and Humanities (Department of Geography) at the University of Yaoundé I, Cameroon, allowed us to analyze all aspects of the issue.
Implementation
The establishment of a multidisciplinary team for the project implementation (Project Manager, Development Engineers, Data Entry Clerks, Testers, Marketers, Designers) (September 2014).
Several beta versions were developed, tested, reviewed, and improved to arrive at the version that is the subject of this publication (2014-2023).
The Solution’s architecture is based on the SDGs, DSCE, SND 30, PRD, PCD, and Program Budget.
A standard and environmental database facilitates easy, periodic, and verifiable updates.
Information is presented in a way that promotes quick and easy decision-making.
Performance indicators are easily updated and made available.

To ensure consistency between national planning and implementation at the decentralized local authority level.
To increase the visibility of projects, thereby facilitating the flow of funding and enabling the rapid achievement of the municipality’s sustainable development goals.
To ensure traceability of projects implemented in the municipality through the structuring of information on the “ArrdelBee – Territorial Digital” platform.
To develop project presentation templates based on their categories, with the assistance of experts, to encourage investment.
To identify potential errors and shortcomings in existing Municipal Development Plans (MDPs).
To generate reports using various filters, providing direct access to the desired information.
To provide a model capable of harmonizing all information contained in the MDPs. This allows authorized users to perform queries across multiple platforms, such as comparing the progress of a project in different municipalities (localities, departments, regions).
It offers portability by implementing the tool on multiple platforms (mobile, web, desktop, etc.) to reach a larger number of potential users.
It makes the Local Development Plan (PCD) digital and dynamic, allowing for easy updates.
It provides decision-makers with arguments that reflect real-world conditions and empower them to make informed decisions.
